Is there any way to add an asset using JavaScript and then get its URL?

For now there is no such feature in Glitch. However, you can submit request for the feature, it might be added to Glitch 
If you have space in your project, it would be easier to add an image to the project itself. You could run a curl command from your application, for example.
What is it that you really want to do?
