If you can access this website when you are offline, then yeah you can code offline.
Glitch doesn’t have an offline feature, and probably it wont (maybe just the editor) since it makes use of servers for the projects you create.
Are you looking to be able to visit a project without the ability to run it? Like just the editor?

Yes you can code offline. You just can’t access glitch projects offline.
Just a reminder that Glitch is a friendly community — it’s pretty obvious the question was likely about whether Glitch itself would get support for offline coding. It’s not on our immediate roadmap, but @kinduff answered this well. Thanks!
