A little odd, I know, I would like to use the project name phase, but the project using that name was created by an anonymous user, the project is still the default express application, and it doesn’t seem to have been updated in quite a while.
While I do see why this may be annoying for you, I do not think it would be okay to just delete someone else’s project without there permission, maybe if you got in contact with this person, it could be sorted, otherwise you may have to use a similar project name!

Fair, it isn’t kind to delete someone’s project, but it’s default and has been for months, I don’t know if I can contact the author, being an Anonymous user
Usually anonymous users’ projects are automatically deleted by default. What you can do is contact support.
