How do I use the meta tag?

I don’t know how to use meta tags for example:

I think your problem is the smart quotes, you need these kind of quotes “”, you might be using an apple device or copying from a word processor, you can go ahead and google how to turn these off for your platform. Besides that, a description of your website should go in between the quotes after content.
